Number recycling
Number recycling is the practice of returning a used number to the pool so that a different customer can be issued it later.
In detail
It is what makes a number cheap, and it is also why a range degrades: once enough accounts have been created on it, services start refusing the whole block. Recycling is the reason a one-time activation cannot answer a re-check weeks later. Markets where SIMs must be registered recycle more slowly, which is part of why they deliver better and cost more.
