The delivery rate is the share of orders on one service and country that actually received a code in the last 24 hours.

It is measured rather than promised: a rolling observation over real orders on that exact pair. It is the column worth reading first, because a failed order is free in money but not in time — a 61 % country at half the price still costs you more attempts. Rates move the moment a range is flagged upstream, so a figure from last week is worth nothing.
