An acceptable use policy states what a service may and may not be used for, and what happens to an account that breaks it.
In detail
The permitted list here is concrete: QA and functional testing of your own applications, market and competitive research, ad verification and localisation testing, managing multiple accounts your organisation genuinely owns, and keeping a personal number out of a signup form. The prohibited list is equally concrete: impersonation, fraud, ban evasion, bulk account creation for spam, and circumventing age checks. Carriers and platforms send abuse reports, and a verified one costs the account and the balance on it.
